Tiana Notice: the officer who warned her killer
In the weeks before she was murdered, Tiana Notice did everything right. She had a restraining order. She reported violation after violation. The day before she was killed, one Connecticut police department told her they couldn't even confirm her order existed — and the next day, an officer at another department called her ex to warn him of a pending arrest. This is the story beneath the headline "ex-boyfriend convicted": a warning that was already in writing, and the system that failed to enforce it.
