What is clemency? How Tennessee's process works (Christa Pike)
Video · 5:06 · Watch on YouTube
Christa Pike clemency, explained: who decides, what the Board of Parole does, and what happened in her case, from the statute and the official record.
Tennessee's governor alone decides clemency. The Board of Parole only advises. This video walks through how the process works, using the Board's own FAQ, the state constitution and the record in Christa Pike's case: her lawyers' petition, the State's response, and Gov. Bill Lee's one-sentence denial. Christa Pike was convicted in 1996 of the murder of Colleen Slemmer.
What's confirmed
- Tennessee's constitution lets the governor grant reprieves and pardons after conviction, except in cases of impeachment. Tenn. Const. art. III, sec. 6; Board of Parole FAQ
- The Board of Parole's FAQ (last updated Oct. 23, 2024) names three kinds of clemency: pardon, commutation ("change of punishment from a greater to a lesser degree") and exoneration. Board of Parole FAQ
- The Board "makes non-binding recommendations to the Governor. Ultimately, the Governor is the only one who can grant clemency." The FAQ says there is no appeal and "no timeline on when and if the Governor will act." Hearings are open to the public. Board of Parole FAQ
- For a death sentence, state law lets the governor commute the punishment of death to imprisonment for life. T.C.A. 40-27-105; Workman v. State (Tenn. 2000)
- Gov. Phil Bredesen commuted three death sentences, the last on Jan. 11, 2011. Gov. Bill Lee has granted reprieves, which delay an execution without changing the sentence: in 2020 (COVID-19) and in 2022, alongside a pause for an independent review. Tenn. Dept. of Correction chronology; tn.gov; DPIC; CBS News / AP
- Early September 2026Pike's lawyers submitted a 226-page petition asking Gov. Lee to commute her sentence to life without parole. They argue she was 18 and that untreated mental illness and childhood abuse the jury never heard shaped what happened. Clemency petition; DPIC; WVLT
- The State's position: at an Aug. 13 hearing the Attorney General's Office said it "does not dispute the terrible things that Ms. Pike suffered"; its brief calls her history "tragic to say the least. But they are no cause to insulate her from a lawfully imposed and exhaustively reviewed death sentence." Clemency petition cover; AP
- Colleen Slemmer was 19. She volunteered with the Special Olympics, loved roller skating and wanted a career in computers. Her mother has said for years she wants the sentence carried out. AP; NPR; WVLT
- Sept. 28, 2026Gov. Lee denied clemency in one sentence: "After deliberate consideration of Christa Gail Pike's request for clemency and after a thorough review of the case, I am upholding the sentence of the State of Tennessee and do not plan to intervene." No further explanation was given. Fox 17; AP; DPIC
- Sept. 29the U.S. Supreme Court denied her last requests. The execution set for Sept. 30 was not completed. Gov. Lee ordered an outside review and said the remaining scheduled execution this year will not go forward. SCOTUS docket 26-5696; Tenn. Dept. of Correction; AP; ABC News; WVLT
What we don't know
- Whether the Board of Parole was asked for a recommendation in Pike's case. Coverage we read does not say.
- Whether anyone will seek clemency or a reprieve again.
- Whether Tennessee will ask for a new execution date. None has been announced.
- The outcome of the outside review. No timeline has been reported.
- Nothing we found requires the governor to explain a clemency decision.
What happens next
No next step has been announced. We will add a dated UPDATE here if a new date, a new clemency request or the review's findings are put on the record.
